Report a translation problem
I heard EA actually inquired to Steam about making that possible, but it hasn't changed so far, so it's entirely Steam's fault; EA was trying to be nice with their bundle and not force people to re-buy C&C games they already own here.
You can always just send a $20 gift card and tell them to spend it on that.
In its core, this is a Steam issue; they're the ones that made it this confusing, with the two different types.
I think the consumer just gets confused too easily.
