Try to verify files with Steam maybe something got corrupt
They will not update it; it's SAGE (the game engine). If they wanted to unlock the framerate; they would have done that by the time the second expansion came out for Battle For Middle Earth 2.
https://github.com/MetaIdea/SageMetaTool I shared this a year or two back. The guy does paywall it, and it's limited to offline play. It lets you 60fps Sage engine games. I got it to work as expected on C&C3 and RA3, but BME1 and 2 had issues. In BFME2 if you load a saved game, for me it would revert to 30fps. Only way to make it work was to run missions from the menu. BFME1 it seemed to run the game sped up, much like early attempts at getting Sage Engine games to run at higher framerates. Either way, it worked for the two games it mattered most, but this latest EA/Steam Update seems to have killed the compatibility. I believe the mod author is working on it.
ea renamed/replaced a bunch of the files, changing version numbers around and changing how certained inputs work.
that makes it impossible to force the game to work with older versions.
the data was all still there, u could basically play any patch u wanted as long as u had the right retail files.
that now is sadly no longer the case, no idea how to fix that.
Edit: the problem is that if u try to edit the files as usual E.T (cnc) cant telephone home (ea) so it starts throwing errors.
That's because he edited a text file or hexedited something to make the game clock work at 60; but this is not the same as using delta time. There is a free way to do it for skirmish only on sage engine but I don't recall the link nor do I think it matters too much for these old games.
We are too used to high frame rates
Regarding the campaign balance, this mod still seems to work for me at least
