Trying to run CNC 3 with a mod on Windows 11 but can't get it to work? Try this
I had a problem where even after scouring the internet I couldn't find a solution. I installed the launcher, installed the mod everywhere I could think of, documents folder, appdata, and in the game itself, tried to create a shortcut, but no luck, so what I finally did was this:

Install the mod in your desired folder (I don't believe it matters, but I've installed mine in the game's directory for steam, here: C:\Program Files (x86)\Steam\steamapps\common\Command and Conquer 3 Tiberium Wars)

Next, right click on the skudef file for your desired mod and select Send To -> Desktop (Create Shortcut)

Right Click on that shortcut on your desktop and copy the ENTIRE target, including the "".

Go back to steam and select command and conquer 3: Tiberium wars in your library.
Right click, and select Properties, then under the General section, you should see Launch Options.

In the input box for launch options type the following line:
-modconfig
then put a SINGLE SPACE after -modconfig and PASTE the target from your skudef shortcut.

Launch the game from steam. Enjoy your mod.

I hope this helps someone (even future me trying to play this again, lol)

I want to give a big tip, some guides don't tell you you need to start the game with "-ui" as launch config, it'll open the game's launcher.

Then click on "Game Browser"
There will be a "Mods" tab which contains all mods you have put in the "Documents\Command & Conquer 3 Tiberium Wars\mods" folder

In my case, even though I had added -ui into the launch properties, the mod never showed up in my Game Browser under mods. The method I listed above does not require that, and can load mods regardless of where they are installed and even if they don't show up in the mods tab.

That's strange, was the folder structure like this or different?:
\mods\(modname)
Inside that (modname) folder should be atleast 2 files, a .big and a .skudef
Sometimes there are multiple .big files, depending on the mod, but always 1 .skudef

Yep, and I tried to put the mod in every single location I could dig up from the internet, documents/games, appdata, the install directory, and I could not ever get any mod whatsoever to show up in the Game Browser tab. I tried it with the folder being called mod, mods, Mod, and Mods. I tried it with CNC Essentials, and CNC3 Original. I tried downloading them from mod db, and from other, sketchier mirrors, even digging up a download from some years old forum post. Nothing ever worked, it was quite frustrating for a while there.

i found the way , create a shortcut from install folder CNC3. put it on the desktop open properties. Then on the target write this "C:\Program Files (x86)\Steam\steamapps\common\Command and Conquer 3 Tiberium Wars\CNC3.exe" -modConfig "C:\Users\berke\Documents\Command & Conquer 3 Tiberium Wars\Mods\TiberiumEssence\TiberiumEssence_1.6.skudef" you can create this trick for each c&c mod seperately now mods are working on windows 11.
