Why is my intel database so low?
I just beat the GDI campaign on hard with all InOps ribbons and all secondary objectives completed on every mission and yet I only have like like 30-40% of the intel unlocked

can you tell us which sections of your intels aren't complete?

All of them, I figured out the issue; the intel fills in when I replay the missions. The few intel I do have I remember reading during my first playthrough. I backtracked through the whole NOD campaign and now that's about 60% full but I have only just beat Sarajevo so that's about right.
