1. Go to the Game in the Steam Library
2. Right Click Tiberium Wars, Kane's Wraith, Red Alert 3, or Red Alert 3:Uprising and select "Properties". (I listed other games cause it works the same way for all of them when I couldn't run them)
3.Under General Tab, select set Lauch options
4. Type "-xres 1280 -yres720" without the quotations of course. This will make the game run at a fixed resolution.
5. Run the game through Steam Library.
Bonus: If step 4 doesn't work, type "-win". This will make the game run into windows mode, instead of full screen. it will be a small window screen but I'm sure it will run it. If you prefer full screen (like I do), you'll have to find the maximum resolution that the game will allow you to go up to. To find it, go to options then settings then resolution. Find the number "X x Y" and repeat step 2 all the way through step 5 with the new resolution numbers.
Also, the game tends to crash when you look at other window browsers or alt+tab. Its an old game so the direct x 9.0 for some reason acts up for Windows 10 computer. You just have to save your game often and not to look at other browsers.
Hopefully this helps. If you need any other technical help, ask protoman1008, he knows computer stuff than I do.

Then leave no space between xres and your number.
Example from my Laptop: (resolution 1536x864)
I typed: -xres1536 -yres864
I WORKED!
I also don't understand why www.whatismyscreenresolution.com claims that my resolution is only 1536x864.
In my Desktop computer, i never had this issue.
for me -xres 1440 -yres990 to find i did -win

SO, first explain how to do Tiberium Wars then I will add in how I did Kane's Wrath, as it included an extra step (for some reason it has to be set to windowed mode first)
TIBERIUM WARS
STEP 1:
*Right click on Tiberium Wars in Steam, go to properties.
*Under the General tab, Click SET LAUNCH OPTIONS. Here you are going to need to put in a resolution the game will run on. This may end up being different for you computer, but the highest mine would run the game is 1366x786. Change the resolution as needed.
*Type in: "xres 1366 yres 768" without the quotations. Hit ok.
STEP 2:
*Now exit steam and find where you saved the game, the .exe application.
*Right click and go to properties.
*Go to the compatibility tab.
*Click "Change high DPI settings"
*Check the box "Override high DPI scaling behavior" Make sure Scaling is preformed by "Application"
*Run the program as administrator, apply and ok.
Launch the game through steam and it should work!
KANE'S WRATH
*For Kane's Wrath everything is the same except when you are entering the Launch options on steam you will need to start it out in windowed mode at first. to do this input, "-win xres 1366 yres 768" then mess with the DPI in the .exe like above. Launch through Steam.
*On the main menu go to settings and change the resolution there to whichever option you like. I have mine set on 1980x1080
*Exit game and return to Steam. Edit your launch codes by deleting the "-win" and matching the resolution to what you set in game.
Now your games should run!
1. Open Intel Graphics Control Panel
2. Click Display
3. Click Custom Resolutions
4. Click Yes
5. In Width, type 800
6. In Height, type 600
7. In Refresh Rate, type 60
8. Click Add at the bottom of the page
This should allow it to run, you should then be able to change the resolution in C&C back to one that fills the screen
