Both are good games, though.
RA3 is pretty well balanced (no more Prism Tanks or those G.I.s), but when you counter effectively, it's so satisfying going through enemies like crap through a goose
Units in RA3 have great voice acting, none of them are boring or get stale. And the whole game is units basically
You will have a good time with RA3, I can promise you, as a huge fan of Red Alert 2 Yuri's Revenge (1000+ hours from childhood)
On the other hand, Tiberium Wars has Michael Ironside (General Granger) and Joe Kucan (Kane), and Billy Dee Williams (Director Boyle, but most people probably know him better as Lando Calrissian from Star Wars), who all deliver solid performances.
Of course, it's campy, but all C&C games are meant to be campy. Ignoring C&C4 which was less campy and more "What sort of drugs were they on when they wrote this drek". Commander, your cyber eyeballs can open the gateway! Let me just turn them on with this TV remote. (spoilers I guess)
other option is that you buy the C&C collection on Steam, you can atleast get a decent price on sale at times
But CnC3's core Gameplay is really good. Better than Tiberian sun, which had some weaknesses, despite it being my favorite CnC game. Kane's Wrath is even better. And Kane's Wrath has that cool world conquest mode that adds a much needed Strategic layer in addition to the tactical RTS combat.
I didn't like Red Alert 3. Red Alert 2/Yuri's Revenge found a nearly perfect balance of Goofy, rooted in reality, and RA2 probably has the best online meta (CnC3/Kane's Wrath is really good too though). Red Alert 3 flies right off the rails in a Transforming mech.
