C&C 3 Direct3D error 0x0x8876086a (D3DERR_NOTAVAILABLE)
As the last thread on this issue was posted some 5 years ago, I thought I give it another try. I have recently purchased Tiberium Wars and (as others) have experienced that f****** annyoing Direct3D error (+18 exceptions) upon trying to change the resolution away from 800x600.

I have done the rounds online and installed the Nvidia control panel to turn of V-Sync for the game and even limit max. frames per second to 30 - to no avail.

Would anyone have an idea for a different solution approach?

I am running W10 on an i7 with Geforce GTX 950M.

WORK AROUND
So I found a work around for this problem that will allow you to change your settings. Since you can't change the options in game you can just change them in the configuration file outside of the game. However this will require a little work to setup before you can do it directly since you need to access some folders that are hidden by default.

The standard path to get to your profile in command and conquer is this:

C:\Users\<Your Username Here>\AppData\Roaming\Command & Conquer 3 Tiberium Wars\Profiles

However if you get to your <Your Username Here> folder (which will be based on what your username is that's why I keep showing it like that) you will find you can't find the AppData folder. This is because it's a hidden folder and you need to allow for hidden items to be seen in the windows explorer to be able get to it. You can follow along with the tutorial here:

however if that link somehow dies in the coming years it's as easy as opening up your file explorer then going over to the view tab at the very top left options and finding the hidden items checkbox. Even if the layout changes from what I described just google a tutorial and I am sure you will figure out.

Once you have hidden items active the AppData folder will be visible and you can descend the rest of the path to your profiles folder. If you go into the profiles folder you should see your profile you made on launch of the game and a directory.ini file. Ignore the file and go into your profile folder whatever you called it. In there you should see a ini file called Options.ini. This is the file that handles all of your profile options as well as the game resolution. If you open this up in notepad or any text reader you will see a line that says this:

Resolution = 800 600

change that resolution to whatever you want and launch the game. After this change you should be in business.
