Read the step-by-step instructions on the page above on how to access the server.
One note, since they did not add it to the instructions (if you did not read the instructions read them first). For the Steam version to work you need to hook the game. That is done in 3 clicks. Run C&C Online program, click on "Hook" and click on "C&C3." Close C&C Online. That is it.
When you want to start the game, do not click on C&C Online launcher. Click on the game shortcut on your desktop if there is one or run it through Steam. If done correctly the C&C Online window should pop up now. Click on C&C3.
If you encounter any problems write here and I'll help you out.
-If you and another player have the same serial key the game won't let you join their room in Gameranger (not sure if it applies to Steam versions as well but it applies to retail versions 100%).
-If you are idle for a certain time in the Gameranger (about 20-30 seconds) the game will kick you out because you were idle. So to prevent this you need to enter some text every few seconds. The lobby then looks like this because players need to spam something to stay in the game lobby:

-Not to forget that often you cannot join another player's room in Gameranger because the game creates "bots" (not sure how to call it). For example: you and your friend opened a Gameranger room. You (as host) started the game. You are in the game, hosting, your friend enters your in game room. You tell him to x-up to start the game. He does not respond. You send him messasge after message but he does not respond. However, in reality your friend is in the Gameranger lobby and cannot join your room because the "bot," or call it how you want, is already in the room and unless the host figures out he has a bot in his room and kicks him the game won't start. With two players this happens very rarely though, a 2v2 or 3v3 is mission almost impossible.
-The game often disconnects at the loading screen prior to the match start as well.
