Secret level in TR3

Is it still only available after finding every single secret?
Im playing TR2 right now, and i can find almost all dragons, without guides, but finding every single secret in TR3 without following guides is kinda pain in the butt.
It would be great that secret level was actually added in london chapter, without all this stuff with secrets.

All hallows is not available after finding all secrets in TR3. Propably a bug

All Hallows is currently unavailable through its normal means. (It also doesn't do it if you get all secrets in NG+, I tried, it did not work, that was suffering.) They could be planning on including it when the level selection tool is implemented.

Since the level is currently inaccessible, a normal playthrough will be fine. When they implement the level select feature they might make the requirement for All Hallows more lax (like maybe only needing you to acquire the Cathedral Key in Thames or beating the game normally w/o requiring all secrets.)

How is it possible? Just saw a percentage of 0,1% to have accomplished the achievement of competing All Hallows level. How did they got it without being available to play it?

probably swapped it out with the first level

Isn't All Hallows part of the extra "DLC" levels of TR 3 ? So you can just start a new game for that and get there?

No. It was part of the base game. A cut level from the London section.
