I doubt Aspyr (even less Crystal Dynamics) will do that.
They did not bring Level Editor to Tomb Raider IV-VI Remastered, a real shame as the level editor was with TR 4-5, they for sure wont do it here.
Sadly, it also means the reach of their work will remain limited to those willing to track it down and jump through the hoops necessary to play them (like owning the original releases). A Steam Workshop integration would be so much cooler, but that seems like a pipedream at this point.
Custom levels were created with the standalone Level Editor, it wasn't something built-in and integrated into any of the official games.
Best scenario possible someone may eventually release an updated build of the LE.
I could be mistaken, but I am pretty sure the level editor was released with the original release of 4 and 5...
Apparently, even the people behind the "TEN"... engine? Refuse to work on the remaster.
I believe it's because at this point the community has rooted into their own versions of the games and editors (Which have received plenty of bug fixing and re-coding).
To be fair, you can still buy all of the OG games on Steam... Just a matter of understand how to use mods for the older games and where to get em.
Mostly because I absolutely hate the hassle of dealling with outside mods, even games like Fallout 4 have stuff that dont work properly or just break the game but it is installed/uninstalled/updated through the game itself and through Steam, outside mods that need manual fiddling are an extra hassle I am not up to dealling with.
It was released in a separate disk that only came with the physical PC version of TR Chronicles specifically, neither digital nor console releases had it. It wasn't something integrated inside Chronicles, otherwise people who bought the original Steam/GOG versions would have it. And if they had it, it would be its own separate thing, which is no different from going to the official TRLE site and downloading the tool which has allways been free.
There was no option to load custom levels inside TRIV or V. So to play Lara and the Flute of Doom you had to download the Lara and the Flute of Doom exe, there was no built-in platform to launch those levels, which is why people could only play them on PC.
An option to upload and load custom levels from inside the remasters would have to be programmed from scratch since it never actually existed. It would be amazing if it happened because that would make it even compatible with console versions, but chances look like zero.
I understand, that does explain somethings.
I suppose I shouldn't feel soo sad, then.
Eitherway, I guess I'll have to document myself on how to play map mods and the like..
Because otherwise we would have like 10 exe files in our Steam Library.
I know some custom levels consist of multiple levels, but having for example 10 custom levels in 1 pack would be super.

Yes, it would be possible to merge specific custom levels, as they merged the previously standalone UB/GM/LA into TRI-III remaster. But they had to manually integrate those levels into the base games.
What's a lot more unlikely is to create a platform within the remasters that automatically integrates custom levels so anyone can publish, download and play them from there (like the one Mario Maker has, but Mario Maker was designed with that feature in mind from the start)
They already have the level editor where it is possible (always was because TR games always had props that are not level geometry) and can release it with the full package of textures and 3D assets (or at least the basics and allowing custom textures and certain format of 3D assets along with 3D hitbox placement or not).
Considering they already have the tools at hand it is not exactly "rocket science".
