Report a translation problem
Not fully sure, but I think one lever makes another lever accessible, which opens the door to the secret.
But I could be wrong since it's the 2nd level...

You pull the underwater lever (the 2nd one I think) and the underwater door opens for a very short time.

It's not timed, AFAIK. The switches to the secret are well out of reach to where you need to be.
The first time it's confusing and makes no sense, but that lever is part of the secret.
And yes, I think it's not very close to the secret...

I agree with you that it's not fair to make one secret depending on another one.
From what I remember RX Tech Mines (Antarctica) also has 2 secrets connected.
So if you don't find one, you won't be able to get the other one either.
But there is a small glitch which makes it possible to reach the secrets from another place.
But to be fair:
Tomb Raider 2 is in this point the worst game because you will only get bonus items if you find all three secrets.
In TR1 and TR3 you will be at least partially rewarded, so even if you just find 1 out of 3 it will be better than nothing.
