For modern controls I don't feel like it matters, but most people would probably say keyboard is best due to how quickly you can move the camera (even though a lot of people might say controller is better for tank as well...).
Personally I've been using modern+controller for my last few playthroughs for things like getting all pickups and it's just fine (as in, I don't feel like there's anything I can't do with a controller vs M+K). Just gotta accept that the game will play differently than with tank controls and it has some gimmicks of its own that you can usually unintuitively work around.
That being said, Lara puts down her weapons if you open the inventory while aiming which is especially annoying with the M16 and shotgun, and I don't know if she does that with M+K since the escape key opens it as soon as you press it like in the original, while with a controller it opens up when you let go of the button (to allow for shortcuts, such as Inventory+A/B/X/Y/LB/RB/RT or something like that
but doesn't keyboard give you shortcuts with 1-9 with everything?
It's kind of interesting that they kept consistency by including the grenade launcher on the same shortcut for controllers, yet they left the original arrangement for keyboard whereby the grenade launcher is 7 on TR2 but 8 on TR3 (rather than swapping it with the rocket launcher to keep consistency).
