Dude, you can't reach this level of polished graphics while having an option to switch to the classic ones on the go by downloading a mod on PC (or by emulating the PS1 version). Even the cutscenes have that option between the original or the filtered ones!
And yeah, you have to pay for it. It was announced months ago, specially if you had the classic games (a news pop-up appeared in the Library here).
One day you'll be old enough to understand.
Kay. Hope you have a really comfortable couch.
Nowadays people can do everything with mods and softwares. Someone even made a tool for the classic Doom/Doom2 to generate a single completable level, chapter with 8 levels up to a pack of 32 levels (the entire Doom 2 game) and you can simply tweak all the options you need.
Someone made a new engine to run old games like Star Wars Dark Forces, Thief etc...
And yes, Even Tomb Raider has OpenLara/Xproger a new opensource engine that made changes in waters, lights, add a First Person mode, a slow motion, and a lot of things. also you can add other mods like RTX remix and more. Can be bugged but I think it's made by only one guy.
In the end I still believe that a photo mode and some minor stuff isn't enough to pay again a game that I possess 2 times already (PS1 and Steam) since it's technically the same 1:1 game with just better graphics. It's simple ridiculus.
You are right. It runs on money... but I'm not something like a cow that you can simple milk when you need something.
If you (a developer) want my money (a customer) you need to give me something that isn't 27 years old.
If they like resell the same stuff every days they can simple open
a bakery and sell bread. Which is even more useful.

A really comfortable one.
Furthermore, nobody achieved this level of graphics using OpenLara or what not. The incentive to buy the remaster is certainly there for people who actually want it. It should have been free...? That depends solely on the developers, not every single one would want to pull off a Bethesda with Quake and Quake II.
But you do you, just not expect that everything will fall from the sky. That's some Karen attitude there (something really, really common in Steam it seems).
What do you think they are selling you?
On contrary, I don't ask or expect people to work for free. Not even I work for free and I can imagine neither you right? And nobody give us money for doing nothing. But recently developers think we have discovered some "unlimited money glitch" in real life and buy everything is a daily task.
And then other people like modders sometime can do even better things like Daggerfall Unity which iisn't just a different way to launch the game, and the modding scene isn't big as his youngest brother Skyrim. People made singleplayer only game playable in coop (skyrim, subnautica, the classic GTA San Andreas, even DMC5 and more) and sadly almost all of them just ask a coffee instead work for company considering their skill.
But the real problem here is different.
You see, we are not talking about selling or selling again an old game almost forgot in time and give it new life again adding support for new systems, resolutions ect... like GOG selling you MGS1 for example (since MGS1 really come out for Windows on 2000.)* Nor selling a modern remake (System Shock) or a full reinterpretation of the game (DmC Reboot).
We are talking about reselling a game that you are already selling!
All the Classic Tomb Raider games are still avaible on steam and all of them works on modern systems... And we actually have Anniversary as Remake. Sorry but for me it's just an easy and lazy way to squeeze out some money from us.
*PS: Yes I know about the MGS Collection, we don't need to start to discuss even on this.
and yes I think the same thing!
