kernel 32 > is a win update problem. you need to fix this with updating windows/recovery or copy a new one.

I see no problem with that, if he is running an original windows better than turning to piracy also if he likes more the older SO it is his choice, but yeah some problems happens but same goes to older games, I have the F.E.A.R. Trilogy bought on steam and the first game doesn't work properly for modern windows, I had to patch with 3D party drivers to make it work properly, the game was lagging and couldn't adjust the mouse sensitivity. I have the original disk and played on windows XP back the days and it was fine but the disk doesn't work on modern windows because the old DRM in the disk requires a file that no longer exist in modern windows due to its old technology and could easily be exploited by hacker to invade systems, this is why MS just ditched it. This problems happens no matter what but as the OP said he found out a work around and mae the game runs just fine same I did with F.E.A.R. back then on windows 10.
This is one of the reasons I keep an old PC around running Window XP (and a second running Win98SE since it's the last to fully support 16-bit arch). It does get expensive to maintain it but it's worth it as I can play older games on it just fine. I understand why Steam dropped all older OSes (they want to use their fancy new UI that takes 3 times more RAM) but it still sucks that some people won't be able to play older games with Steam. It's one of the reasons I've started transitioning to things like GOG or back to physical media where possible. Don't have to worry about store platforms ending support for older OSes in the future. I can just download the installers directly from GOG and they will run on the OS they were originally designed for.

That's true, if someone wants to switch over to linux, it'll support all the old Steam games pretty well.

Although proton doesn't support full 16-bit games so you'd still have to run an old Win98SE PC to get those games to work.
But I just found nostalgia in using an old PC for old games. It's not a security risk if you never connect it to the internet (which I don't).
