Two of the games included in this remaster came out before the first Unreal Engine game came out, so no. It's a remaster using the same engine Core Design used for these games in the late 90s, with some additions and enhancements.

A good source for this kind of information is usually the PCGamingWiki. That said, they don't state the engine for Tomb Raider 1-3 Remastered yet, probably due to lack of citation.

Lanzagranadas is right though. From what I read, it's the original engine which as been modified.
