Thats common most games.
regarding the saves:
The counter in the screen goes up.
But it does not count towards the 86 save achievement. There is an additional invisible internal counter for this.
And alternate save slots. There's more than 30, you're just boycotting yourself in the long run if you keep only using one.

Now days you have the appreciated level restart. At max you'll lose 30-60 minutes. Sucks, but imagine a busted save in Atlantis with your only choice being a complete restart.
Good old times where "finding glitches" was a life saving sometimes. (still remember myself trying to leave Midgar at FF VII and getting near the end of RE 1 too without memory card).
