Report a translation problem
I just ignored the first key and all the other stuff with the 2 gates.
Maybe getting the keys prevent the achievment? maybe a bug?
- did you use level-skip or weapon cheat?
- are you on normal mode or NG+?
- have you tried rebooting your machine? (not kidding. helped me unlock "I'm Not Climbing The Walls For This")
also: are you referring to the destructible gondolas or the player-drivable boat?
I did use the skip level cheat to get to the Venice level since I've play the game already, but that hasn't effected any of the other achievements when I've skipped. I'm on normal mode and I'm talking about both gondolas and the player driving boats. Didn't touch them at all. I will try rebooting everything.

just be sure to backup your own savefile first before replacing it. but even if you start a new game, getting to venice shouldn't take more than 5 minutes :D
i even went back yesterday to test very simple achievements on various levels, nothing unlocked.
no issues with TR1/TR3, but there are definitely issues with TR2.
and what others said don't pick up keys etc, just swim under the gate at start all the way to the boat house, hit the button swim under the gate (don't go up the BIG ramp, not sure if this triggers anything) then to the end, worked for me.
