It's pretty clear in any video of the game on Youtube.
I don't mind it at all. Gives the classic vibes it should have.
The fact that you can freely switch between the two visual sets on the fly suggests that the 30fps cap is purely artificial and as Digital Foundry pointed out, the 30fps limit can't actually keep the game locked at 30fps in practice anyway. Just remove the cap and let people play the original graphics at the same framerate.
In the end, I suppose it doesn't really matter. Somebody is going to mod at the framerate cap in a matter of hours probably.
