There was a sign-up for review copies around a month ago, so I guess most of those are people that got one. I already saw the profile of someone on here that I know does reviews on YouTube, and they started playing around a week ago I guess. So yeah it's likely finished, but it's always possible there are a few things to patch up before full release.

they keep making them cause consoles still have drives, next gen consoles are gonna be digital only and publishers are pushing for cloud gaming in general

I really hope they don't do a Limited Run release. Terrible company. I'd love a physical copy on console. I don't mind digital on PC because Steam works better than consoles.
