He (she?) won. Blocking is a strategy. Maybe not nice, but (sometimes)(very) effective. Try to beat 'blockers' (i.e. by keeping more options open for you to create alternative routes) and try to win. Winning a game against a 'blocker' gives much more satisfaction than insulting a player who uses blocking during a game.

Imagine a 4 player game where every player just blocks. I guess the strategy would be to pick the lowest scoring routes, try and pick up as many 5+ trains, all while blocking every possible opponent route. I've been blocked, but never played one like that. Kind of sounds like fun.

It's not a fun playstyle, but there is nothing in the rules saying you may not do it. So maybe not a friendly game but certainly not bannable playstyle.

i hate players like that. They are all about winning at all cost even if it ruins the fun for other players. There are lots of those player on BGA which is one the reason I don't play there anymore. I also avoid 2 player games as this is the only player count where it's effective. 4 or 5 players for me.

While a legal style of play, this is why it's crucial to have a block function — I do not find that kind of game fun! It just leaves me angry and I have 0 interest in playing with those people.

the player sounds like the kind the use 1 type of hobo strategy the only easy way to defeat them is to take the min amount of tickets with the least negative value and run for the highest point value routes to out hobo them

Ummm, are you sure they were humans? This game has AI join surreptitiously all the time. And they "magically" know where your routes are, and will block you on their second turn sometimes.
