can't finish off last boss

i wont spoil anything, but i can seem to aim down for the killing shot. this has a been a problem for the whole game that i can barely aim up or down. the only work around that i have found is to hit the lock on button, which i found by accident, but even then i am restriced to the direction that i am facing. So my final boss problem is the obvious that i can aim at the last target and when i do hit lock on, my persective shifts to the neck and shoulder.....
i have tried both mouse and controller and turning up mouse sensitivity.
I have watched videos of folks beating the game and those ive seen have a much wider aiming range than i do.....is there a setting that i am missing?
i just want to finally put an end to this game.

Try running this game in one of the many Windows compatibility modes (e.g. 98 or XP SP3). I heard that the aiming range can be limited on some Windows versions. Which version are you using?

i would love to, hopefully switching window compat will fix the problem......after getting this far i feel pain not being able to finish
