Edit: well, no refund because I bought the game more than a fortnight ago. Thanks Steam for being full of fecal matter this time, really appreciate it.
So, what i did was:
1. I Googled for the "DPfix095" Patch which is the last version I found.
2. Downloaded it and patched the game which is copy/paste work, basically all I had to do was to copy the downloaded content into the game root/directory.
3. I located the "DPfix.ini" file and edited it based on my requirements. Basically I was changing in-game settings in here.
* Step 4-8,(as far as I know), will only work on 64x builds.
4. I Googled for the CFF Explorer, downloaded it and installed it.
5. Run CFF Explorer, open "C:\Program Files (x86)\Steam\steamapps\common\Deadly Premonition The Director's Cut.exe".
6. On CFF Explorer folder tree I've selected "Nt Header" and after that "File Header".
7. On the displayed board I've clicked "Characteristics" and I've checked "App can handle >2gb address space", allowing the application to use more then 3 GB RAM.
I hope this can hope some other users as well.
iRonSTORM out!
I've did a lot of changing in the DPfix.ini file located in the game root directory, sadly, in order to increase the FPS I had to sacrifice graphical quality.
Plus I set both DPLauncher.exe and DP.exe to work in compatibily with Windows 98 / Me and set itto Run as Admin Mode.
*(unyil now I never faced any problem playing the in-game cutscenes)
*UPDATED:
- This is the configuration that worked best for me in The "DPfix.ini" :

I'm sorry to read that. By the way I forgot to say that the first thing I've done was to "Repair" the "PhysX_SystemSoftware.exe" at the "C:\Program Files (x86)\Steam\steamapps\common\Deadly Premonition The Director's Cut\redist" directory.
And I'm using both NVIDIA PhysX and NVIDIA PhysX (Legacy) version. This legacy version as helped me to run games like "Bioshock" that weren't working at 100%, in this case the game wasn't even starting and had helped other users to run other games too. Games that generally would be old, somehow buggy, badly ported or somewhat incompatible with most +/- modern system machines.
