Of course, it's less than ideal a situation, especially since Harry's mansion is around the time that the plot starts spelling out details, but skipping the cutscene and looking up the cutscene on Youtube might be what you need to do.
I also think I saw like a 10-15 FPS increase but that might just be my imagination.
Setting compatibility to XP SP3 did the trick
