RivaTuner confirms my game is 60 fps, why is the frame rate so choppy?
I installed the files form the 2020 fix in the guide section and RivaTuner and my gameplay looks like this

Extremely choppy and just an overall poor performance and you can really see it when I turn the camera. I have the latest intel CPU and a GTX 2070 so hardware is an issue

Contrast my gameplay with this one and you can see a huge difference

What else do I need to do?

Go back into RivaTuner and set to Application Detection to either "Medium" or "High". I think when you load DP into Rivatuner it's set to "Low" by default. I did that on someone else's recommendation, and the frame pacing stopped. And make sure to set the "Framerate limit" in RivaTuner to 60.

Thanks for commenting, I did those changes and even set it to "global" just incase but the problem got worse. Whenever I would turn the camera it would have this stuttering effect that made my slightly dizzy looking at it

maaaan , for some reason my game is way worse than yours in terms of stuttering . it looks smooth in your vidéo

having 60fps dont always = smooth
u may just be getting 60 choppy frames vs someone with 45 smooth ones

sometimes you need to fiddle with vsync/window settings (borderless, fullscreen) in pc games to get 60fps to work right

try force vsync in nvidia cp and turn vsync off in the games options menu

ive fixed a lot of games with messed up 60fps by turning off the vsync and instead enabling it in nvidia control panel. Or from switching from fullscreen mode to windowed

weird fix enabling virtual super resolution gave me 100 + fps

I have the same issue, did you find a fix?

Yes.

I fixed it by restarting my PC and booting the game up first.
