Probably not what the creators had in mind, but... I think it's an interesting reading of the story. After all, Jim and Curly's relationship is the story's base. A romantic element would make it so much darker, especially the final parts of the game.
However, Curly didn't go over the age, Jim did. Also, the game strongly hints that Anya's pregnancy wasn't a result of a consensual contact.
