How do you get the animated wallpaper?

I saw on steam exchange that there's an animated wallpaper for mouthwashing, but I don't know how to get it cuz I don't have the game. Do I have to get the game to buy the wallpaper with points?

Rare card drop when crafting a badge or you can buy it with points. I have it but it clashes with my steam page color scheme.

i can't find it in the points shop menu thingy, unless i'm just looking in the wrong place

you can still refund it! its not necessary to own a game to buy its animated profile background
