I love the particular shader that is used in this game, and I've seen it used in a few other low-poly PSX styled games, but I can't find what it's called or figure out exactly what it's doing. I'd love to know what this is specifically called and/or where I can get it.

Hard to know exactly what you mean without more detail, but we use dithering over the screen which is pretty much our only always on shader effect.

What we did is pretty much exactly described by this YT video :)
