can't find the isopropyl

about to make the drink to knock out swansea but the isopropyl is not in my inventory and i cant find it on the ship. I watched multiple walkthroughs and all of them just had it in their inventory without looking for it so im just giving up and really confused why I don't have it in the game, please help.

Should be in the same medicine cabinet in the hallway where you had to axe the foam away.
