Best way to get ammo? cant destroy cluster quest due to zero ammo

Same for me, can't end my quest.

check the police car may high chance get ammo. After rescue first NPC can create ammo by other resouce.

If you are in early game and already used to melee attacks like hit and run, restart a new game and save ammo. Later you can farm ammo at police cars at the end of 1st map
