This is only solution that worked for me:
1. Buy and activate the Spore Creature Creator in the EA store/app (this will create & activate your EA account for Spore).
2. Launch the Spore games from Steam library. It will prompt you for the EA login - complete the login with the account you activated in EA app.
3. Spore will connect to Spore servers (your EA Spore account name will become visible in green text near the Spore Start button in the bottom left of game screen).
4. Spore Galactic Adventures needs to be connected in same way, and then you can browse and download the Sporepedia content (creature creations) shared by other players.
I dunno what the Spore Creature Creator does - I haven't bothered to try it yet. But that little purchase made the Steam Spore games work again, and the Spore servers are actually working even for such an old game, and the Sporepedia creatures are so weird and amazing to explore and try out, so I am happy. Enjoy this little gem of game! (Shame on EA for not making the Spore games work on Steam right off the bat, and not providing any notice about this additional purchase dependency on EA's Spore Creature Creator to create & activate the Spore EA account).
See my comment above please. Hope this solution works for you too.
