This can be if you lose a module or you raise your power output, every active well then change their value to make sure your just about net posivtive on power gains. Normal it trys to even it out as best it can.
You still need to select diffent reactors to turn them on or off. But it mainly ensures that they do not turn off when your power level drops to zero.
Make up your mind where about you want it, and leave it until you want to shift it.
