You only need 161 FR to clear Galaxy 4

Despite the game telling you that 259 FR is recommended, I wanted to see how far 161 fleet resources would carry me, and surprisingly that was enough once I had upgraded all of the resource deposits and levelled the Galaxy Foothold to Level 9. My plan was to reinforce when I couldn't make progress even with the RD and GF maxed out, but surprisingly that moment never arrived, and I had enough resources to reach the boss. I couldn't unlock the 6A and 6B artifact troves however and had to wait until I had enough to purchase every upgrade.

I think the FR recommendation is more of a "suggested best" for completing the zone optimally with the least warps for progression. So would be better if it just said "recommended FR"

That's literally what it says. "Recommended Fleet Resources: XYZ. And yeah, part of the tutorial for fleet spells out that you can do it with less than the recommended but the recommended amount gives you a smooth progression.

Did it with the same resources, it was definitely painful at the end, would have saved a fair bit of warps with more resources for sure but totally doable. With what we get from unstable transit anyway no need to force yourself to reinforce before you clear all the artifacts there
