At 109 I can get base 2 below the 10 years mark but that's still a long way to go.
You do need to farm a while on full base focus to finalize 2-5 though.
First, get your Engineering Crew as high as possible, with as much Crew Skill as possible. Then use the Base Module, Base Shard, both Base Crew focused on non-components, and Veil Piercer on Base. Depending on your Crew Stats it'll take multiple hours to ~a day of material and parts farming, before switching to full component focus for again multiple hours. It's absolutely worth it though, as once finalized, they are done forever, and give a much higher bonus than non-finalized.
base 3: Need two loadouts, one for parts and one for components but they share similar layout. Diagonal down left and down right from the gap are the spots with the most production, surround those with boosters and reducers, should have 4 boosters and 3 reducers down there, one of each shared between the spots. In parts loadout, one spot is green and the other is yellow. In components layout, one spot is yellow and one is red. In both loadouts, top line of spots are green with boosters below the ramparts-like spots.
Base 4: Three loadouts.
1st loadout: 4th slot along the top is green, diagonal down-left from that is green and middle left (surrounded by gaps) is green. Now mirror that layout on the lower half and put boosters in the remaining slots. Important thing here is the two greens that are being affected by 6 boosters.
2nd loadout: All boosters. Put one yellow in the center adjacent to the left gap. Surround it diagonally with reducers. One green to the right of the bottom right reducer (under the middle right gap).
3rd loadout: Same as 2nd loadout except replace the green with yellow and put reducers around it and put a green in the top left.

I finalized the first base, but honestly have no idea if the levels jumped to match the adjusted end buff or if that's what I had at that point.
