There are 2 small exceptions: If you have uncompleted shards, and you can easily complete them by doing a short shard drop focus, that helps their droprate after the reinforce.
And if you are VERY close to completing some achievement that offers some bonus, it might be worth waiting the 10-15 minutes to complete it.
But generally, you'll be back where you were very quickly, and you can't reach the next threshold without the bonuses of the first one, so just reinforce ASAP.
True, and since later warps begin at a much higher difficulty, you can easily skip 20+ sectors of warp later on, without having to do all those 0.5 difficulty steps.
Here the dev mentions FP will be used later down the line which is why it's there instead of just sector unlocks for reinforce
I think you'll have a much better "headstart" if you reinforce ASAP and thus stay longer in the last reinforce, as you'll get much higher upgrades much faster in Reinforce 3 than Reinforce 2.
PS: Also, the curve for fleet power is quite steep at the moment, so having 3 fleet power more or less will likely be completely irrelevant.
