is it possible to earn enough synthpoints to unlock and max out all synth options, or do you have to pick and choose?

You get enough to buy everything. Basicaly each tier gives you enought to buy everything for that tiers prices.

In total ther are enough, but you obviously still have to personally prioritize some upgrades over others constantly along the way.
