Looking at the Displacement Spell text: "Cast at the start of your turn or when you have just completed your move. Remove any faceup Adventure Card from the board and move it to any space in the same Region that is not already occupied by a character."
The way it is being interpreted by the Devs is that the bolded section above means "in the same Region (as the caster)." I reported to them several weeks back that this spell should not be treated in this way, since it allows you to move cards from one Region to another, so long as the destination Region is where the caster currently is.
I have always played that this spell should be viewed as "in the same Region (that the target Adventure Card originated from)." This, I believe, is the correct interpretation for this spell. It is not intended to have cards moved into the Inner Region, where the caster may be, but is meant to shift things around in one Region.
