1) I recall that a bug exists when the Tavern Maid teleports after defeating the Eagle King (possibly other teleports as well?) to a space with another character on it, it is forcing them to pour a drink without other options. You should be able to choose if you want encounter the space or character, and if you choose the character, you should get the choice of pouring a drink or battle.
2) Where you might be misunderstanding is when you have the option to stop on a space that has another character that isn't a part of your full movement. If you roll a 5 to move, and there is a character 3 spaces away and another 5 spaces away, you can choose to move to either space per the character's ability (or other spaces that are 5 away without characters at all of course).
If you choose to end your movement early to land on the character 3 spaces away, you must pour a drink for that character only, as that is how that ability works. Stopping early cannot be used to instead encounter the space or initiate battle.
If you choose to move your full movement value and happen to land on a character, you can choose to encounter the space or character and initiate battle just as any other character can. The key difference is in if you stopped your movement early or not, per the special ability.
There was no Eagle King or teleporting involved, and I don't *think* I stopped short the few times it happened during the game, but since I can't be 100% sure I'll just try again w/her and see how it goes. Thanks a bunch for the details, either way. :)
