I know exactly what you are saying Fulgur, and I use to think exactly the same thing until recently. I thought this was a "Can Vs. Cannot" issue, but it is not.
"Can Vs. Cannot" states "In any instance where a card’s effect indicates that a character cannot perform an action or use an ability (such as casting a Spell or using an Object), the character cannot do so. In other words, the forbidding effects of cards override other abilities and effects."
The problem in this situation is the forbidding effect comes from the base Rules, not a card. So "Can Vs. Cannot" is not something that can be applied here. Instead, "Special Ability Vs. Rules" is applied to resolve the conflict of "In the Inner Region, a character may only encounter another character on the Plain of Peril, the Valley of Fire, and the Crown of Command" and "You must then encounter that character; you cannot choose to encounter the space instead".
"Special Ability Vs. Rules" states "In any instance where a special ability or effect is at a variance with the basic rules, the special ability or effect always overrides the rules", so the Spiteful Imp card takes precedence in this case and overrides the Rules for the Inner Region. This is currently a bug in the game, since it won't allow you to encounter another character on those Inner Region space for any reason, but things like the Spiteful Imp should be applied fully even in the Inner Region.
It is also more logical and fits into the spirit of the game, of coarse I'm a little bias.
