Cat Burglar and Shop Restrictions
The Cat Burgler can't visit shops to make use of her ability if she does not possess the money to at least buy one item. I'm not sure if they is considered a bug, but this is probably something that should not be happening when playing her. If this is intentional, it kind of contradicts what her character is all about.

Maybe there are attendants at the front door who check the patrons' money :)
Of course, even in that case, the Cat Burglar would hardly use the front door, now would she?

This is intentional. There is a discussion in the beta thread about this very thing, and the developers stated this was how they intend for it to be.

Can we get a "why" on that? At least from a flavour perspective that seems completely out to lunch.

Here is the response from Tyr in the beta thread:

If you can't get in to the shop (visit the space) in the first place because you have no gold, you don't have the opportunity to buy something and ∴ burgling isn't an option.

With the way the special ability is worded, it by itself doesn't allow you violate the City rules. So, can't really argue with it as it is written (even though I tried :)

There are more restrictions for the Cat Burglar:

Even though you can buy stuff at the Apothecary ("Pay 1, 2, or 3 gold, then draw 1 Potion Card for each gold you paid.") and the Sorcerer Square ("Either discard any number of Spells you have and gain 1 gold for each, or buy Spells for 2 gold each, if your Craft allows."), the CB is not given the option to burgle from these shops. And both Menagerie and Stables don't sell Objects, only Followers - which of course can't be burgled either.

So, shop-wise, in the City her ability only works in the Magic Emporium and the Armoury. That is, apart from some cards where you can buy stuff.

You actually buy Spells there, but Spells aren't Objects so it's not possible to burgle there either.

So she has an ability which works in two squares, at random (at non-obscene stats), with a meaningful chance of success on items worth having only late in the game, makes you lose a turn if it fails, has 2 strength, no spells, can't initiate psychic combat, and her other ability is generally marginal. I think I have a new vote as to worst character. At least the Minstrel can charm an animal to do something about having 2 strength.

Cat Burglars should be able to burgle the Apothecary Shop since the shop sells Objects and according to her character description she can burgle from any card or space that sells Objects. And Potions are Objects, right ? I haven't played the Cat Burglar yet but it seems logical that she should be able to burgle the Apothecary.
