Tavern Maid - How its exactly works?

I have been playing Tavern Maid, and her ability "pour a drink" not works as it's description in her character card
Sometimes i can use it on enemy sometimes not, but in description of her ability its not mention about any restrictions to use this ability
So how it's excatly works?

You can use her ability on other characters only, not on Enemies.
Anytime you pass through a space where there is a character, you can choose to stop there and pour them a drink.
I don't know if it's a bug or a deliberate choice but she can use her ability only when her die roll would move her farther than the character. Landing right on the same space as another character prevents her from using her ability.

Ye i know i mean on other characters
But sometimes if i can move farther than the character she stop at field where is character, and i have only option "Continue" without pour a drink and its seems weird or buggy lol
