Report a translation problem
The Reaper is not subject to the clockwise movement around the City; he moves like he always does - in any direction - and he must move the full count as indicated by the die roll. This is the reason why he cannot just move into a Shop and stop like characters do. The Reaper may also enter the Jail but only if it is his last point of movement - the Jail cannot keep out the Reaper!
However, the Reaper can only enter a shop if there is a character on it, too, since the Reaper doesn't have Gold to buy stuff, right?
Of course the Reaper can enter a Shop without a character in it; the Reaper is not subject to rules regarding Shops like characters are (he cannot be affected by abilities, cards, spaces, Spells, etc.). However, the Reaper must move the exact distance as indicated by his die roll; he cannot just enter a Shop and waste the rest of his movement like a character can.
If you watch how the Reaper moves in the City Region right now, it will make it abundantly clear!
