Don't put words into my mouth. I haven't said neither of those.
Not only do you have to land on it (if it gets drawn at all), but you also need a decent amount of unused trophies for it to be great. Unless you can guarantee that you'll land on the Caretaker within a turn or two, it's generally better to use your trophies whenever you get enough for a single point of Strength or Craft.
I also had a good laugh with the angry mob card because one game i played yesterday I was constantly hounded by the other player. He attacked me 3 times in the city and took both my sword and shield and one life from me. I then left the city and he followed me and lucky for me he drew the angry mob and was killed because I turned him into a wolf the turn before.
Tip for that guy: if you've become a lycantrope, take refuge in the highlands.
1) Find the Wolfbane weapon and use it to cure yourself
2) Get Toaded
3) Get killed and start a new character !
