Multiplayer and expansions
If Im about to play with a friend, does only one of us need to own an expansion/dlc or do we both need to own it to be able to play together?

A little it matters.

The one with the Expansions has to start the game, to use them.

2.1 Q. Do all players in one game need to have purchased the expansions?
A. Only one player in the group needs an expansion and it will be available to everyone. The exception are characters, who can only be chosen by those who have purchased them or the expansions in which they appear.
