The last three expansions are Digital Only.
That's why they don't appear in the season pass - Where does it say that anything from the actual board game won't show up if they go digital?
If you want to buy all expansions from the 4th edition it would cost you a lot more than the cost of the season pass so it is still worth to get even though its development is done.
The game is not abandonware - it is still being developed and supported
And that if you buy all the expansions piecemeal, are they available to you permanently but only have as many of them as you actually buy? but if you buy a season pass, you get them all but only till the "season" ends?
In other words, if you buy them all individually, do they render season passes redundant?
You can think of it like a "bundle" containing a certain amount of expansions.
