Lugh's cloak and Nuadu's torc require 5 of craft/strength, so you can force someone to ditch them if they only have 5 craft/strength because of a magic object. You can also use it when someone has a dragon bracelet or a +1 flail or any magic item that strengthens them to beat them and take their items. If you have followers that enable you to get onto someone to win that fight for you, it can be very good.
It's just clunky due to only being able to use it at the start/end of your turn. So you need followers/destinies that enable its usefulness if you want to use it in a bout of combat. Though you can always use the ferry or Clear Path to get onto someone anyway.
The big things that prevent Destroy Magic from being used in practice is that, if you have it, you either have spellcasting or you got it at the start of the game. So you're likely going to cycle/sell the spell before it becomes useful, or in the latter case, you're in a situation where you're better off keeping it to protect against Grilipus dragon rage. So you need to randomly get it at the right time in order for it to be usable.
