You are obviously playing with Dragon expansion and the Harbinger expansion on.
With the Dragon expansion on each turn you have to draw a dragon token, there are Grilipus tokens (green), Varthrax tokens (red), Cadorus tokens (yellow), slumber tokens, Dragon rage tokens and dragon strike tokens.
Each have a specific meaning and can have a direct impact.
I could explain them all but it might really be easier to read it.
When you are in the same region as the Harbinger you always draw cards from the harbinger deck instead of the normal adventure deck.

What ending are you on?
And why do you want/need the AIs to discard their scales?
The scales you get from battling dragons give you a boost when fighting dragons from the same deck.
How can there be no more tokens?
Never encountered that!
I assume you are still drawing tokens every turn?
I somehow have the feeling you are interpreting the rules of the ending wrong, but not sure.
There is 1 card in the Varthrax deck that will make the AI discard their scales: The Martial Artist.
For every scale discarded you get 1 str or craft point.
You can level up your stats that way pretty fast but you lose the advantage you had from the scales. So like many things in Talisman you have to weigh you decission here in terms of what you need most: the higher base stats OR the dragon scale boost.
Like I said before it is a complex game.
And this time I can't fully answer your question, because I simply don't understand it.
But maybe you can explain what is going on some more?
