This[steamcommunity.com] is the Talisman Cup that starts at the end of the month.
There's also a variety of league, groups, language based groups etc that are knocking about - I'm sure owners/participants there can redirect you.
Our 'peak' play time is definitely after 5pm UK and then after 5pm US as everyone starts to get home from work. If you are seeing zero games up then there may be a further issue here - let me know if this is the case.

It's a league, so you score a certain amount of points after each match, which allows you to be matched with players of similar skill. In theory. In practice, we're not numerous enough yet :p (we're 10 actively participating so far). But my point is that you get to play one organized Talisman game per week no matter what. If you want to play this week-end, you need to inscribe your name on the spreadsheet (linked in the group page) before tonight.
Since September we organized a total of 9 league matches - and counting! The league ends in mid December so there's still plenty of occasions to play with us. The word of our league is to be as friendly and fun as possible.
In this group there's also a system in which every member can create Events for when they want to play a Talisman game. I don't know if it works as intended, but i've seen a couple of people do it.

Potterman group is new, but the game is already three years old and have not managed to solved their lack of player base. I think the studio make a mistake by leaving that responsibility entirely to the players, when it is in the their best interest to attract people and keep the servers in good health.
Changing the business model and working on the marketing it is the wiser move here, but it is evident that the studio is either way too into the confort zone to do that or they are afraid they will have loses in profit (even having that many DLC).
The current online player base is way too niche and narrow for anyone who would like to play casually, and accessibility is a key component to have healthy servers running. Yes, I think going free to play would benefit the game popularity, and changing the business model —not offering mechanic advantage but also aesthetics—, would assure the profit of the studio. Otherwise, Talisman online player base is virtually dead.
Also, the UI definitely needs a revamp. Many people in their reviews have mentioned that it is clunky, and I agree. Not only in-game, but in the menus as well. For instance, even if you don't solve the online player base issue you have, you can add a chat window to the servers to see who is online and arrange a match, that so basic I find astonishing not seeing that feature.
Also, we can't really afford to scatter our matches throughout the entire week - too much work in terms of organization (people potentially changes their table every week - so you would have to repeat the process of asking everyone's availabilities and agreeing every week, with one different process per table)
As Fomalhaut said we're still young - i started the group in early September actually. We don't have enough maturity yet, and even the current League system is.. well.. quite experimental. Just last week I changed one of the scoring point rules - and I expect that before the end, more changes will likely be done.
Just being spread out over Friday/Saturday, and that someone else than me would host, it was already quite unexpected that it would work, given the uncertain nature of the Internet :-) We'll see how it goes through the months. Eventually people will get to know each others, and maybe someday an american will make a fork to have american timezoned games as well.
That said, with the (experimental) Event system of our group, you can create a Steam Event whenever you host a table - and see if people joins you. Ideally, I'd like people to move to Discord to organize games together, but that will come with time I guess
Also, you can only go F2P once ; and you'd better be prepared for it. Especially if the game wasn't originally designed with F2P in mind.
Awesomenauts (another game i'm following) went F2P way too soon, and they are paying the price as we speak. Sure, it increased their playerbase from ~400 to around 1500. But then it decreased again, because the game wasn't prepared for it. Now we're back to ~500, and in a couple of months we'll be back at ~400 again, effectively nullifying the original F2P boost.
From my experience, and i host games since the beginning, it is never a problem to get people in a public game, even when i dont favorite public gaming, but to find new players it is the best way.
Normally i dont have to wait more then 10 minutes to get 3-6 players.
Why should they? If you look at the Steam game statistics, you see a player base that is on the same level, not to mention that this game is avaible on several devices.
Also the game is not finshed yet, it would be a stupid idea to make it free to play, heck the base keys for this game are so cheap, it is almost free to play, even more when all DLC`s are shared in a mp game.
In Venuzuela you'll be in the same time block as most of North and South America so there should be people around.
Bearing in mind you're at University it shouldn't be too hard to find like minded people. Isn't there a group on campus ? Talisman is VERY cheap in the sales so if you have friends you can buy them all copies in the sale. Only you need to own the DLC. You can even hold Talisman parties and get people to come round to your house and play.
The A.I. isn't brilliant but with random characters and no Rune Stones it isn't automatically beatable either. If you're finding the AI too easy let them have Runestones and you don't to balance it out.

P.S. Get some of the expansions at least. Arguably with Talisman the bigger the better although there is some hate for the Highlands (too easy to get gold), and the City (too powerful items for sale).
This would be 10/10 game if AI could actually make good plays.
Anyways, we still play hotseat sometimes with friend.
