Much like most of VCD's writing, it's a one off line to set the theme of its universe. That theme is NOT marketed toward children, and much like the rest of the game, it deals with dark and sordid subjects on a regular basis.
That kind of thing isn't meant to be filtered, sorry. This game might not be the best choice for your needs.
(Or at least, "promoted" with 100% score.)
To do so, find the following file in the game's install directory: /Steam/SteamApps/Common/Viscera/UDKGame/Localization/INT/VisceraGame.int
Open it in Windows Notepad, and search for the following term: BadLanguageFilter
You'll find a lot of words already listed.
Feel free to add more entries using the same formatting you see. Just copy a line, add it below the last entry and then change its content.
Save the file, and when you load up the game, it will filter most dynamic text. It cannot change blood writing, or anything baked into textures, but it will filter text fields.
Be careful with the formatting, as it could remove partial words if you're not careful.
