Report a translation problem
Try this fix from the FAQ:
You can try fixing this issue by finding the "UDKGame/Config/UDKSystemSettings.ini" file in your game's install folder under SteamApps/Common.
Once you have the file open(in Notepad for example), make sure the ResX, ResY, and Fullscreen settings are set correctly for your system.
If it should fail, try it with fullscreen set to false.
This could also be a problem with the Steam install not always installing the required prerequisites. Try running the UE3Redist.exe file under the game's "Binaries\Redist\" folder.
If that doesn't work, try manually installing .Net 4.5 from the Microsoft website: Microsoft .NET framework 4.5[www.microsoft.com]
i located the files and edited them acordingly but there has been no diference (though i found the ResX/Y settings in DefualtSystemSettings as the one mentioned in the FAQ isnt in the file. also there is no fullscreen setting only screen persentage that when changed makes no diference)
Did you try installing those two things as well?

Be sure to install the one appropriate for your system(32bit[x86], or 64bit).
Beyond that there's not a lot to go on. It's likely the game wouldn't have created a Launch.log file yet, and Steam doesn't tell one much about what is wrong.
Try installing those, and if it doesn't work we'll have to dig a lot deeper.
i searched the visara folders for a launch.log and there was nothing.
if there is anything elce i can do please let me know. :)
That's about all I could dig up from other Unreal Engine 3 games concerning this problem.

i dunno but when i bought my pc got it out of the box it had a windows defender problem(lots of swearing at new pc) i built a map and got access denied you need admin rights to perform this action when i tried to save my custom map=wtf i am administrator i couldnt save my 1st vcd mod in the mods folder windows wouldnt let me?
for an experiment try saving a blank txt file in one of vcd's folders if get access denied error take ownership of c drive and all subfolders as administrator in pc user settings to fix windows defender thinks administrator is a guest bug that was preventing vcd/every program from reading dll files and creating its much needed config files and writing game saves
read and write access was borked and all my programs were haywire
taking ownership as administrator solved the problem then i could save files anywhere in program files directory then vcd created the files needed to download stuff from steam workshop instead of chucking errors:)
all my programs miraculously started working properly
it was a windows 8.1 windows defender bug that could be in windows 10 too
just a thought maybe thats why it doesnt work
if pc is new install visualc++ redist 2013 for vcd
if can save a txt file in vcd directory then windows is ok/delete txt file
update video driver download raptr and press update driver button in Raptr

Raptr still says 16.3.2 is the latest non beta driver=ignore the pop ups from radeon settings as that tries to install beta drivers
in Raptr settings can opt out of beta drivers
in Raptr can press optimize games button it override vcd config files with its own files

update visualc++ redist from microsoft site
this sound stupid make sure screen cable plugged into video card(GPU: AMD MSI 370) not motherboard video socket
also try 64 bit vcd
catalyst control centre is obsolete radeon/crimson settings replaced crapatylyst control centre
uninstall catalyst control centre if the new radeon settings is installed
catalyst control centre conflicts with radeon/crimson settings
maybe disable AMD overlay(ingame overlay) in Raptr or crimson/radeon settings as that can conflict with steam overlay?
if plays tv annoys you ctrl=alt+del startup tab disable plays tv on windows startup
can still use plays tv to record videos of vcd if want to its like frapps or bandicam and its free
to set plays tv to not crash vcd set the start record button to F6 not F10 as pressing F10 F11 and delete button crashes vcd
i have an AMD system too i use AMD 16.3.2 video driver as it works in ue4 and ue3
your AMD pc is better than mine and vcd works fine on maxed out video settings:)
windows 10 is the only real difference=half ya games wont work esp older ones
thats why i stay on 8.1 all my games work
if vcd wont work goat simulator wont work:)
goat sim redist can also fix vcd
just an idea try steam beta in steam settings its supposed to work better for windows 10 and it works better than normal steam on win 8.1
you can opt in and out of steam beta at any time in steam settings
if steam failed to properly download the games files open viscera folder delete everything in viscera folder then verify integrity of game cache to fix steam download error:)
doing that also fixes the shader cache wont have to wait 6 hours for vcd to rebuild shade cache
vcd wont work if there no speakers or headphones plugged in
so yeah vcd should work fine on your pc
