Try unsubbing those maps
Run game just to let it clear out the files
Quit and resub maps, one at a time, launching game after each one.
The downloader link is safe, but you'd have to know where to unpack the, also you won't get updates if the map is changed. So best to just try the unsub>resub thing first.
Also try clearing out the Rustdownloads folder of any maps you dont have, just the zips, leave the manifest.
If not that downloader is viable, just download the files and extract them in the steamapps\common\viscera folder
can also try these things as this is what i do when it gets stuck=
yep happens to me too unsub n resub one by one works for me
lately its been working fine
also if you have win 10 go in viscera binaries folder and find Udk.exe in both the 32 and 64 bit folders and right click the file
properties
set compatabillity mode to win 7 and tick run as administrator box
can also try opting into steam beta in steam settings its free and can opt out of the beta at any time
i use steam beta=it not seem to get stuck as often
i also use the 32 bit vcd as it not get stuck as often as 64 bit vcd does
also in steam library right click vcd and in one of the options you will find a desktop thearter mode option
disable it as i have found it does interfere with vcd?
if it still stuck can also try this
while steam is running start vcd from one of its udk.exe files 32 or 64 bit exe file and dont use steam play button=sometimes that fixes it too
it appears some kind of steam update has caused this as workshop in some of my other games randomly gets stuck/detecting changes forever etc
usually just unsub a few and resub one at a time works just fine
i got about 80 of the vcd workshop maps installed:)
after unsub enough maps restart vcd and wait for steam to finish working exit vcd then sub to another map then start vcd wait till workshop finish working exit vcd and start vcd to play the new map!
also dont use steam overlay ingame to sub as that doesnt work
sub to maps on main workshop page while the game is not running
i know it is annoying but keep trying it will work just try a combination of 32 and 64 bit vcd unsub n resub method does work:)
if its still stuck go in viscera config folder and delete Rustmods.cfg restart vcd it make a new file and vcd will automatically attempt to redownload all subbed mods

also if it does get stuck on me all workshop uploads fail until its unstuck then i can upload a new map file to workshop????
disabling autosave seems to have helped too it not get jammed on detecting changes forever anywhere near as often as it used to!
workshop started getting stuck one game update after vcd 1.0
when it does get stuck its totally random as it can get stuck when subbing to any map esp if sub to more than one map at a time?
touch wood my workshop is working fine it hasnt been stuck for a few weeks now=sub to new maps one map at a time:)
also exit and restart steam before subbing to another map if ya just installed a new map does help
